Hours: 36 per week, 52 weeks
This post will lead and coordinate the effective delivery of the Council’s archives and records management function, supporting the continuous development and implementation of a consistent, robust, Council-wide multidisciplinary information governance framework of policies, procedures, training and guidance.
Through this framework, as well as via project work and bespoke advice and support, they will help ensure that the Council meets its statutory obligations under public records legislation, including associated codes of practice and professional record-keeping standards.
You won't do this alone, being the senior officer in a 10+ strong Records & Archives Team. You will support colleagues with expert advice, triage issues, and deputise for the Council's Information Asset Manager.
You will serve as the senior lead for the Council's Records & Archives Team, responsible for developing and implementing comprehensive policies, processes, and standards, working with a wider team to ensure compliance with Scotland's public records legislation.
You will manage archival collections and public access, including a preservation program and disaster preparedness, and oversee the Council's statutory Records Management Plan and its records retention schedules.
On a day-to-day basis, your key responsibilities will include:
The postholder will deputise for the Information Asset Manager, manage work placements and volunteers, and support the Council's response to statutory inquiries. They will also prepare, with guidance from the Information Asset Manager, reports for senior leadership and committees and represent the Council at regional and national forums on archives and records management matters.

Our salary range typically reflects the initial starting salary and annually increases until it reaches the top of the range.

ResponsibilitiesExperience:
- Experience of working in archives and records management teams of comparable scope, size, and complexity.
- Experience of working as an archivist at a professional level
- Experience of working as a records manager at a professional level
- Experience of leading and supporting team members in work related activities.
- Experience of working in a Scottish local authority environment (Desirable)

Knowledge, skills and understanding:
- Knowledge and understanding of relevant professional, regulatory, and statutory frameworks in relation to archives and records management, and information compliance legislation more generally.
- Knowledge of physical preservation and conservation practices.
- Knowledge and experience of records management systems and processes.
- Knowledge of Scottish local authority functions and activities, and associated records.
- Knowledge of digital archive preservation standards, tools and best practice. (Desirable)
- Knowledge of business process management in relation to records management. (Desirable)
- Knowledge of risk management in relation to information governance. (Desirable)
Qualifications and training:
- Qualified to degree level.
- Postgraduate qualification in archives/ records management or equivalent evidence of experience.
- Evidence of continuous professional development.
- Trained in electronic records management principles and practice. (Desirable)
Job specific requirements:
- Relationship Management:
- Experience of advising internal and external stakeholders on archival, records management and information related matters.
- Ability to negotiate and communicate effectively at all levels within the organisation (both verbally and in writing) and present arguments/ views and information in a coherent and cogent manner.
- Sound appreciation of complexity and diversity of Council business, and experience of dealing with a range of professions and interests that are encompassed in a large authority, its partner organisations, and the community at large. (Desirable)
- Analysis and problem solving:
- Strong evaluation and analytical skills and the ability to analyse complex issues.
- Experience in writing and developing formal documentation to support key outcomes.
- Ability to design processes and procedures to deliver improved records management and information governance across the Council.
- An understanding of the political processes within local authorities. (Desirable)
- Projects:
- Experience of working on projects/ programmes in relation to archives and records management.
- Training and presentations:
- Experience of delivering training, briefing sessions, and outreach initiatives to a wide range of stakeholders.
