A Records Management Officer develops and administers a comprehensive Records Management Program for City departments; directs the operation of the City Archives and the City Records Center; advises and assists City departments in the establishment of records management; plans, organizes and directs the work of professional, clerical, and warehouse staff engaged in records management; applies sound supervisory standards and techniques in building and maintaining an effective work group; fulfills equal employment opportunity responsibilities; and does related work.

REQUIREMENT(S)/MINIMUM QUALIFICATION(S)

Graduation from an accredited four-year college or university and three years of full-time paid experience directing or assisting in directing a comprehensive records management program, including: records retention and disposal; orderly transfer of records to and from a central records center; policies and procedures for the administration of a centralized records retention program; and identification and preservation of important legal and historical documents.


Full-time paid experience, as specified in the requirement, may be substituted on a year for year basis for each year of education lacking up to a maximum of two years.

  4. Possession of a Certified Records Management (CRM) certification is highly desired, but not required.

To meet anticipated hiring needs, only a limited number of qualified applicants will be invited to participate in the interview in the following order: 1) Los Angeles City Promotional applicants who meet the minimum requirements. You must have received a regular appointment to a City position or be on a reserve list to apply for this examination as a promotional candidate; 2) Applicants currently employed by the City of Los Angeles on a part-time or exempt basis who meet the minimum requirements; 3) Remaining applicants who meet the minimum requirements in sufficient numbers to meet hiring needs based on random sampling of those qualified candidates. Applications submitted during the filing period may be kept on file in the event that additional applicants need to be tested to meet hiring needs.

The examination score will consist entirely of an evaluation of training and experience, wherein candidates may be evaluated on their knowledge, experience, professional background, personal qualifications and abilities. Emphasis will be placed on the following: Judgment and Decision Making; Innovation; Fiscal Management: Interpersonal Skills: Process Improvement: Program Responsibility; Workforce Management; Job Knowledge including knowledge of: the principles, practices, methods, and techniques of records management; state laws relating to the retention and destruction requirements for a wide variety of documents; microfilming techniques and methods; the procedures, techniques, and methods of document preservation; and Supervision including knowledge of: techniques of training, instructing, and evaluation of subordinate personnel’s work performance; techniques for counseling, disciplining, and motivating subordinate personnel; and other necessary knowledge, skills, and abilities.

The Training and Experience Questionnaire will be administered on-line. Candidates invited to participate in the examination will receive an e-mail from the City of Los Angeles outlining the specific steps on how to complete the on-line Training and Experience Questionnaire. Candidates that do not complete the on-line Training and Experience Questionnaire as required will not be considered further in this examination. It is anticipated that the on-line Training and Experience Questionnaire will be administered during the period of MONDAY, AUGUST 3, 2026 to MONDAY, AUGUST 10, 2026.


Training and Experience Questionnaires for all candidates who meet the minimum requirements and are in accordance with Civil Service Rule 4.2 as stated above, will be submitted to an expert review panel for evaluation. The expert review panel will assign a numeric score to each candidate based on an assessment of each candidate’s qualifications as described on the candidate’s Training and Experience Questionnaire. Unsolicited supplemental information will not be submitted to the expert review panel.

  2.   4. A final score of 70% or higher is required to be placed on the eligible list.

  5. In conjunction with Civil Service Rules, applicants who have received a regular appointment to a City position or are on a reserve list will be considered Promotional candidates while all other applicants will be considered Open candidates.

  6. The promotional list will ordinarily be used ahead of the open competitive list. However, if open competitive candidates receive a higher score, without military credits, than the highest available promotional candidate, after adding 0.25 of a point seniority credit for each year of continuous City service, the Civil Service Commission, upon request of the appointing authority, may approve certification of such open competitive candidates ahead of the promotional candidates.

  7. In accordance with Civil Service Rule, Sec. 4.24, review periods may be combined. Candidates in the examination process may file protests as provided in Sec. 4.20, 4.22 and 4.23 as applicable and within the required time frame; however, the Personnel Department may respond to and resolve protests prior to the establishment of the eligible list.

  8. If in accordance with the Rule of Three Whole Scores all candidates are eligible for appointment consideration, the examination will consist entirely of an evaluation of the candidates’ City employment applications by Personnel Department staff to ensure that the minimum requirements have been met.


Notice:

If you receive and accept an offer of employment to a regular position with the City of Los Angeles, your employee benefit coverage (including health and dental coverage as well as life insurance) will commence approximately six weeks after your original regular appointment.
